Bankruptcy Attorney, Florida

Jeffrey Fraser is a Senior Partner and presides over the firm’s Bankruptcy Practice. In this pivotal role, he works closely with each state’s managing attorneys to develop legal strategies and provide comprehensive training.

Jeffrey is deeply embedded in the national bankruptcy community. He serves on the Board of Directors of the American Bankruptcy Institute (ABI), the nation’s largest multi-disciplinary association of bankruptcy professionals, where he contributes to governance and strategic leadership. He also serves as Coordinating Editor of the Consumer Corner column in the ABI Journal, covering consumer bankruptcy trends, case law, and developments impacting the field. In addition, Jeffrey chairs the ABI Consumer Bankruptcy Committee, which produces analyses and recommendations on the operation of consumer Chapter 7, 11, and 13 cases, and serves as Co-Chair of the Consumer Bankruptcy Extravaganza (CPEX), a national virtual conference focused on consumer bankruptcy law.

At the state and district level, Jeffrey is actively involved in the Southern District of Florida’s Bankruptcy Bar. He currently chairs the Access and Engagement Committee of the U.S. Bankruptcy Court for the Southern District of Florida, which works to enhance communication, access, and inclusion within the bankruptcy system. He served on the district’s Lawyer Advisory Committee (LAC) from 2020 to 2025, including as Chair in 2020, 2021, and again in 2023 to 2024, and previously chaired the Local Rule Committee in 2019 and 2020.

Jeffrey also serves as Vice-Chair of the ALFN Bankruptcy Committee, which focuses on case law, rule changes, and issues affecting mortgage servicers, and contributes to the Legal League Publications Committee. He has been a contributor to the annual University of Miami Bankruptcy Skills Workshop since 2023, supporting planning, content development, and speaker identification.

Originally from Jamaica, Jeffrey is a former President of the Jamaican-American Bar Association, where he organized community workshops on bankruptcy and foreclosure, coordinated law school panels, and represented the association at the Commercial Law Convention in Kingston, Jamaica.

Jeffrey’s contributions have earned him recognition from Super Lawyers® as a Florida Rising Star for five consecutive years, from 2019 to 2023. He was honored as a Blackshear Fellow by the National Conference of Bankruptcy Judges (NCBJ) in 2017, named to the American Bankruptcy Institute’s 40 Under 40 in 2020, and received the ALFN JPEG: Picture the Future Award in 2022. He has shared insights on consumer bankruptcy matters through articles in publications including the ABI Journal, ALFN ANGLE, and DS News.

Board Member, 2026 – Present

The American Bankruptcy Institute (ABI) is the nation’s largest multi-disciplinary association of bankruptcy professionals, with nearly 10,000 members including attorneys, judges, lenders, and turnaround specialists. As a board member, Jeff contributes to the governance and strategic leadership of an organization at the forefront of insolvency education, research, and non-partisan policy analysis. ABI plays an active role in advising Congress on bankruptcy legislation and regulations.

Jeff leads the Consumer Corner column in ABI’s flagship publication, covering consumer bankruptcy trends, case law, and other issues impacting consumer bankruptcy.

CPEX is a virtual national conference focused on consumer bankruptcy law. Jeffrey has served as a board member since 2021 and was appointed Co-Chair in 2024. In that role, he leads speaker identification, panel topic development, and general oversight of the annual conference.

The ABI Consumer Bankruptcy Committee produces studies, analyses, reports, and recommendations on the operation of consumer Chapter 7, 11, and 13 cases. The committee incorporates perspectives from across the bankruptcy arena, including the bench, trustees, and practitioners representing both debtors and creditors.

The ALFN Bankruptcy Committee focuses on recent case law, bankruptcy rule changes, and issues affecting mortgage servicers. Its work includes coordinating webinars on bankruptcy topics, hosting guest speaker teleconferences, and authoring publications for the ALFN ANGLE digital magazine.

Southern District of Florida | Access & Engagement Committee

The Access and Engagement Committee of the United States Bankruptcy Court for the Southern District of Florida works to enhance communication and understanding within the bankruptcy system. Composed of judges and members of the bar, the committee engages the public on issues related to access and inclusion.

Southern District of Florida | Lawyer Advisory Committee (LAC)
Chair, 2023 – 2024 | Member, 2020 – 2025

The LAC receives requests from the United States Bankruptcy Court for the Southern District of Florida on issues relating to the practice of law before the court. The committee recommends changes in bankruptcy procedure, acts as a liaison between the court and practitioners throughout the district, and develops and maintains bankruptcy-related programs at the court’s request.

University of Miami | Bankruptcy Skills Workshop
2023 – Present

Jeffrey has contributed to the annual University of Miami Bankruptcy Skills Workshop since 2023, assisting with planning, promotion, content development, and speaker identification. The seminar features a judicial panel and updates on consumer, litigation, and other bankruptcy developments in the Southern District of Florida.

Legal League | Publications Committee

The Legal League Quarterly publishes articles on legal developments and cases affecting the default servicing industry. Authored by Legal League members and edited by the Publications Committee, editions are released quarterly.

Jamaican-American Bar Association (JABA)
President, 2013 – 2014

As President, Jeffrey organized community workshops on bankruptcy and foreclosure in South Florida, coordinated law school panels to connect students with local attorneys, and represented the association as a panelist at the Commercial Law Convention in Kingston, Jamaica, addressing the 2014 Jamaican Insolvency Legislation.
